IPPAI organised a Conference on “Practical Problems in Implementation of Open Access” on Tuesday 17 July 2012 at Jacaranda Hall, India Habitat Centre, New Delhi.
IPPAI has been organising state-level conferences with the support of state governments / state electricity regulatory commissions in Haryana, Maharashtra, Odisha, Uttar Pradesh, Bihar, Gujarat, North Eastern India and Jharkhand in the past few months where government up to the level of the Chief Minister, and state and central regulators and policy makers have interacted with electricity consumers, DISCOMs, power producers, investors and industry and have reviewed the transition of the reforms post Electricity Act 2003, particularly the development of power markets through open access and consumer choice.
Each state has moved at its own pace keeping in mind its priorities post Electricity Act 2003. Thus, the implementation of reforms post the Electricity Act such as provision of non-discriminatory open access is at a different level in every state.
The seminar in New Delhi brought together regulators and government policymakers from the centre and states and key stakeholders including power producers, discoms, traders and power consumers from across the country to examine issues in open access and discuss possible solutions.
